Falcon,
The time was the 1920’s and Mobsters controlled the city governments of the Chicago area. Capone's greatest triumph was the takeover of Cicero's town government in 1924. Now we face the same type of politics and control of our government. The political parties (DNC & GOP) have an agenda to promote their ideas. If you do not pass their litmus test then you will never receive support to run for office. People who get elected to office will lie, cheat, steal, and break all of their preached ethics once elected. Then they want to know why the Tea Party is mad.
Not only is this style acceptable in this arena but now is flowing down to our local elected officials.
Those who get elected believe they have ultimate power over its citizens as well as those who are paid to provide the city services.
These elected officials will spout how they sign your paycheck, do you know who I am, I know all about you. These are just a few things for starters. Now these people show up to parties like the Salahis and make a complete ass of themselves, but they never have to go to parties to do that. Now that they have consumed alcoholic drinks….this is beyond description. But to be physically removed from the event like you are in the arena of Snow Bull you would think someone would hold them accountable.
Now you have to ask yourselves was what they did that big of a deal or the cover-up?
We have had such great success with elected officials over the years and I am sure that I have missed a good many of them. I know that my life has not been a smooth path and no one has one without bumps and potholes. During their tenure of elected office they need to try just a little bit harder to make sure they do not create more problems than the ones they were elected to fix.
The beer summits at some of the local establishments where deals are made outside the scope of the public give cause to be concerned.
It is a shame that the citizens of the local communities cannot speak their minds without fear of reprisal and what is even worse is the public workers who have to work under these conditions.
If you truly want to know what is going on in your community hang out at the favorite waterholes and just listen and you will learn more than you want to know.

Falcon,
Noticed the response on WestBurlingtonCity.com from Ft. Madison Bank & Trust about Weiss rating them poorly.
I thought Falcon's response was excellent, and right on!
Bank's have for many years operated in a veil of secrecy enjoying special privileges and subsidies granted by our federal government.
A recent disclosure/discovery about how banks are being paid interest on their reserves is yet another example.
Having that veil lifted can be very disturbing to them.
The federal government's taking over and closing banks is a great example of "when you dance with a bear, the bear leads."

I would like to have someone contact me about your information posted concerning the strength of Fort Madison Bank & Trust Co. You obviously do not have all the facts and are not looking at the right numbers when determining the strength of a bank. I am expecting a call this afternoon from someone at your organization to clear this matter up. Thank you!

Weiss Ratings is the source for accurate ratings that you can rely upon to make sound, informed financial decisions. We don't accept compensation from the companies we rate for issuing the rating. Nor do we give the companies an opportunity to preview the ratings or suppress their publication if they're unfavorable.Every quarter, we evaluate the safety and financial strength of more than 12,000 institutions, including life and annuity insurers, health insurers, property and casualty insurers, banks, and savings and loans.
A Excellent. The institution offers excellent financial security. It has maintained a conservative stance in its business operations and underwriting practices as evidenced by its strong equity base, top-notch asset quality, steady earnings, and high liquidity. While the financial position of any company is subject to change, we believe that this institution has the resources necessary to deal with severe economic conditions.
B Good. The institution offers good financial security and has the resources to deal with a variety of adverse economic conditions. It comfortably exceeds the minimum levels for all of our rating criteria, and is likely to remain healthy for the near future. Nevertheless, in the event of a severe recession or major financial crisis, we feel that this assessment should be reviewed to make sure that the company is still maintaining adequate financial strength.
C Fair. The institution offers fair financial security, is currently stable, and will likely remain relatively healthy as long as the economic environment avoids the extremes of inflation or deflation. In a prolonged period of adverse economic or financial conditions, however, we feel this company may encounter difficulties in maintaining its financial stability.
D Weak. The institution currently demonstrates what we consider to be significant weaknesses which could negatively impact depositors or creditors. In an unfavorable economic environment, these weaknesses could be magnified.
E Very Weak. The institution currently demonstrates what we consider to be significant weaknesses and has also failed some of the basic tests that we use to identify fiscal stability. Therefore, even in a favorable economic environment, it is our opinion that depositors or creditors could incur significant risks.
F Failed. The institution has been placed under the custodianship of regulatory authorities. This implies that it will be either liquidated or taken over by another financial institution.
+ The plus sign is an indication that the institution is at the upper end of the letter grade rating.
- The minus sign is an indication that the institution is at the lower end of the letter grade rating.
U Unrated Institutions. The institution is unrated due to insufficient data at the time its rating was updated.

I heard on a news program yesterday that the census bureau hires, trains and fires the same people over and over again and each time their rehired their counted as a new hire and it goes in the employment figures each and every month.
One woman on the show said she was hired and fired four times and each time she was retrained and counted as a new hire.
Just goes to show the Obama regime will do anything to make the employment figures appear better than they actually are for the purpose of trying to deceitfully indicate employment is picking up when in fact government is lying to the American people.
Is there nothing this president and his radicals will not do to promote their sick agenda’s? I feel there is little to nothing the American people can believe when it comes to this administration.
Mr. Obama; a person that intentionally tries to murder innocent human beings is nothing other than a terrorist and if you think their something else you need to step down and let a person with some backbone take over the nation. You have proven over and over again you’re not up to the job with your left leaning agenda.
I think it’s time the American people tell Mr. Obama their fed up with his failed policies and his radical infested administration.
I wish November were now rather than six months away because I’m not sure America can survive this failed administration much longer. Our children and their children’s children will never know the real American because of this failed experiment in socialism.
Obama is a relic of the past because both his mother and father were left wing socialist with close ties to the Muslim way of life a life Obama experienced himself growing up. It may not be his fault but it sure as hell isn’t the American way of life. This Obama is a far cry from other presidents I’ve lived under and I have the feeling he just isn’t like an American at all and he could care less if his agenda destroys America.

Falcon,
I feel sorry for all of the people that had damage to their homes during the downpour of rain last week. I hope these same people take the time to reflect on the flood on northern part of Des Moines County a couple of years ago and the home owners who lived in Oakville in Louisa County. Never in their minds did they ever expect to be flooded out. Even after some of them built back they were faced a second time with high water. They were declared a disaster area and FEMA moved in, but they were not allowed to move their town to keep this from happening again. Some turned to the local, state and federal government for help. Funds that did arrive an did so slowly and still some funds have not made it.
Those who turned to their neighbors and community churches and other non-profit organization showed up and they were there building and helping with whatever they could. They bought building materials, clothing for families and a host of many other items. Most of the homes in that area were built buy these people and accomplished far more than any Government agency.
If the citizens want the city of West Burlington to be holding to government for everything that goes wrong then do away with your personal freedoms.
As Miss Kitty says: “I think it may be because the taxpayer-paid folks that run WB have not done their homework…”Well! Miss Kitty maybe they did do their home work and they did not like all of the stipulations that comes from NFIP.
Then you wouldn’t have to worry about your basement again.
http://www.fema.gov/plan/prevent/floodplain/nfipkeywords/basement.shtm#1
Definition/Description
Any area of the building having its floor subgrade (below ground level) on all sides. The lowest floor of a residential building including basement must be above the Base Flood Elevation (BFE). Basements below the BFE are only allowed in communities that have obtained a basement exception from FEMA. Floodproofed non-residential basements are allowed. You may want to be careful about what you wish for Miss Kitty.
Is there a sanitary sewer problem? I would say yes! Maybe that would be a better way to approach this. If sanitary sewage is coming up the floor drains then I would understand your concern. You can purchase insurance for this hazard from your agent generally for around $50 a year.
Do you know the difference between a storm sewer vs sanitary sewer?
If the city has a problem with sanitary sewers then they should look into it and take responsibility for it. If Home owners are dumping storm or groundwater into the sanitary sewer system then they need to be held accountable for over loading the system and maybe they should be held financially responsible.
West Burlington City code:
97.01 STORM WATER. No person shall discharge or cause to be discharged any storm water, surface water, groundwater, roof run-off, sub-surface drainage, uncontaminated cooling water, or unpolluted industrial process waters to any sanitary sewer. Storm water and all other unpolluted drainage shall be discharged to such sewers as are specifically designated as combined sewers or storm sewers, or to a natural outlet approved by the Public Works Director. Industrial cooling water or unpolluted process waters may be discharged on approval of the Public Works Director, to a storm sewer, combined sewer, or natural outlet.

Falcon,
Perhaps that voice of reason, or some public official or council member, could explain why WB residents cannot get flood insurance? I think it may be because the taxpayer-paid folks that run WB have not done their homework to get us to the point we can get flood insurance. Is it because they have been lax, blowing off anyone complaining (some for several years), that it wasn't important for the city to meet the requirements for this? The requirements are issued by the federal government program covering flooding in the U.S. Is that why DMC and Burlington are eligible, and not WB for some of the relief I read in the Hawk Eye today (5/22)? I encourage everyone who was at the council meeting on 5/19 will continue to go to the meetings to ask what is being done. And don't forget to email council members, the mayor and the city manager to remind them to move the drainage issue to the top of their five goals. (What are those goals anyway?)
I'm glad at least one of your responders can move on, replacing whatever loss was experienced. Some of can't do that because of circumstances like money. I wonder if that homeowner's house has gone down in value, especially if wanting to sell, as much as mine and others has? If that individual has some extra resources, including physical and handman resouces, tell him to give me a call!
-Kitty
Hello Falcon,
This is flood clarification for the 'Voice of Reason'!
'Voice of Reason' must be the mayor or someone close to the city hall that is simply lying or trying to deceive the public as usual.
The pump on Mt. Pleasant Street is pumping sewage out of the sanitary sewer system, and if it didn't the buildings on Broadway would flood with raw sewage. Same thing on Huston Street.
Do not believe the 'Voices of Reason'! Our house was ruined by sewage according to my insurance man! Not the 'Voice of Reason'! Know who your voice of reason is before you believe them!
Thank You Falcon

Falcon,
I agree with the (voice of reason). For one it's an act of nature. Things happen. Yes it is terrible. But look at what a lot of other people go threw in other countries. Hurricanes and so on. It is terrible to loose priceless things, but in the long run at least you still have your lives. And I live in WB to so I know what happened first hand and went threw some stuff to. But we move on and get over it and heal. So please don't take this as me being not caring because that is not it at all. The city counsel cannot prevent everything from happening. And they are just people to dealing with there own ordeals to. So before getting so angered and upset at people who really have no way of preventing this think about it for a minute. Before pointing fingers.
-WB Citizen
Falcon,
"Just wondering" obviously doesn't know the difference between a storm sewer and a sanitary sewer. Perhaps we can clarify.
A storm sewer is what the rainwater on the streets runs into. It is called that because it is specifically for storm water. The water that the city pumps out of the storm sewer into the street during storms is not sewage, it is the rainwater that was in the street just moments before it overwhelmed the storm sewer system. The smell is not from raw sewage, but rather from the substances that careless people allow to go down the storm drains. If your floor drains are hooked up properly, this is where backup water would come from. A simple float-ball valve will prevent backflow into your basement in this case, but it would also cause your floor drain to stop draining temporarily.
A sanitary sewer is what our toilets and sinks drain into. I don't believe there is any need to explain where that smell comes from. It is a separate system, and the only way for rainwater to cause a problem on the user-end of the system is if residents have a floor drain or sump pump that runs into the sanitary sewer instead of the storm sewer, overwhelming the system. There are backflow preventers in place to keep the sewage from flowing out of the treatment facility back into the system. These are required to be inspected to insure proper operation.
As I see it, there are two possible reasons that we would have a problem with sanitary sewers backing up into basements. First possible reason: Numerous residents must have their floor drains or sump pumps discharging into the sanitary sewer. Second possible reason: Numerous residents have REPORTED sanitary sewer backing up into their basements because that would be covered under a homeowner's policy. If it came through their walls, it would require flood insurance, which most residents don't carry a rider for.
Obviously, a number of residents have suffered a large loss, but it may be prudent to look at the facts surrounding our flooding. The flooding in the last two years were from rainfall amounts that we never dreamed we would experience. Last week's storm gave us almost 6" of rain in about two hours, and last year's storm gave us 8" of rain in one day on top of a previous 8" of rain over a week. People keep demanding that the city do something about this problem, but I would bet they would also balk at the idea of putting millions of dollars into a storm sewer that would most likely be more than is needed. There is at least a passing chance that the proposed storm sewer improvements being considered for Agency and Broadway will help alleviate the problem in other areas of town.
Incidentally, both the City of Burlington and the City of West Burlington have come under fire for not "checking to see how people are doing" at the peak of the flash flooding. Perhaps I'm silly, but if a city worker came to chit chat with me at the peak of a flash flood, I would probably remind him that my feelings are not important at this time. He should probably do something more productive, which both crews were doing. Rather than degrade the city's crews, I think it would be more appropriate to thank them for the work that they put in at all hours of the night, in the middle of a storm. Their efforts did keep the damage from being worse in most cases.
I understand that this is an emotional time, but when we let our passions speak for us, we can sometimes appear rather foolish. Cooler heads should prevail.

Falcon,
I was wondering with the increases in the water bill and the increases in the sewage bill, is the city going to do anything for the people that were hit with this last charge of water or do they just have to" suck it up"? PLUS I was also wondering how legal it is to pump anything from the sewer system into the street, the poor people that were hit by the sewer backing up into their basements have to throw all the contaminated articles away so why would it be good to pump from the sewer into the street and send it down the storm drains!

Falcon,
The wall collapse on the old Moehn brewery had to be helped along by the wall of water that came down Lucas street. The wall of watershut down the railroad tracks when it washed away a path about 3-4' deep, and 300' long behind the reif building. The green building in the background was also flooded out, they have owned the building for over 40 years and have NEVER had issues with water - until the put in the new "holding tanks" for the storm sewer run off.

The Main Street Four Point Approach® was conceived in 1977 by the National Trust for Historic Preservation in Washington, D.C., and tested in three pilot locations throughout the United States.
In 1985, the Iowa Legislature adopted the National Main Street Center's approach to historic commercial district revitalization by approving the establishment of Main Street Iowa within the Iowa Department of Economic Development.
The mission of the Main Street Iowa Program is to improve the social and economic well-being of Iowa's communities by assisting selected communities to capitalize on the unique identity, assets and character of their historic commercial district. Main Street is economic development within the context of historic preservation.
After all of the local buildings in an area that the city of Burlington is trying to preserve and for all of the money that has been dumped into this area you would think that this would be a nice place to visit. As one walks around the area and only looking down (as most people due) you admire the sidewalk and lamppost and how fine they look.
People need to learn to look up and take another look at the area that Burlington is so proud of. The majority of the area would be a great set for a Tim Burton movie. Curtains flapping in the wind, broken windows in upper floors decay in store fronts. Anchors in walls, to hold them together, and the crack in the wall at the police department that you can look through. These are just a few items.
There is plenty of blame to be shared, from political people, to land owners, and city officials.

I find it very scary knowing we are only two heartbeats away from that loser Nancy Pelosi becoming president and only God can keep us from that possibility. Hopefully the year 2012 will arrive before that witch has any chance of ascending into the presidency.
The American voters would like nothing more than to throw that communist witch out of office forever; so she can again walk amongst the weirdoes of San Francisco. San Francisco provides a haven for left wing radical losers for which Ms. Pelosi is well suited and the poster woman for stupidity.
How could anyone so left and so ignorant ever be Speaker of the House a position she has disgraced time and time again. Telling people to quit their jobs to be artist because those of us that work will be paying for their healthcare and other welfare benefits, how could anyone be as stupid as Ms. Pelosi?

West wall of the old Moehn Brewery building on Lucas Street (by the railroad tracks) in Burlington tumbled down yesterday. Burlington has experienced several failures of old brick buildings recently, including a structure on Division and Main that had to be demolished last week. In recent years, the old Bennett furniture building and the old Sears building, both on Jefferson Street were demolished after serious structural failures.

In a scene repeated throughout West Burlington, neighbors pile soaked belongings at the curb for city crews to pick up after heavy rains Wednesday night caused sewage to backup through basement floor drains. Flooding severity varied with homeowners reporting anywhere from a few inches to several feet of water in their basements.

The latest snooping plan comes from provisions in the banking bill being pushed by Sen. Chris Dodd, D-Conn., chairman of the Senate Banking Committee.
The bill sets up two new supersnooping federal agencies to collect data on ordinary Americans:
•The Office of Financial Research. This supposedly would predict risk in the system by collecting massive amounts of new financial data, such as patterns of credit card use.
•The Consumer Financial Protection Bureau. It would collect data, especially on consumer transactions.

Would anyone go to a doctor with no experience and have he/she perform brain surgery on them? I don’t think so, but he’s willing to appoint a Supreme Court judge having never been a judge in her life. Graduating from Harvard doesn’t mean she has the necessary skills to be a Supreme Court judge with zero years experience making decisions as a judge. Would you elect a block organizer to be President? Never mind I know the answer to that one.

Our friend Obama has not held a news conference since last summer and the media are getting very nervous about why he’s afraid to face the onslaught of questions one on one.
If I were Obama I’d not have a news conference either since I’d probably be unable to answer the questions without a teleprompter or someone giving me the answer.
Instead we have our daily gathering with the White House in the form of Mr. Gibbs spewing forth his prearranged answers to questions from the press. Obama is being shielded from the press by Gibbs who fails to give answers to many questions because he like Obama just doesn’t know the facts on anything; so just passes off “I Don’t knows” as though that will suffice. Actually the main purpose of Gibbs is to throw up a shield between the media and Obama and not expose him to direct uncensored questions from the press.
Actually we get more than enough of Obama meddling in our everyday lives and on top of that he probably has the single largest carbon footprint in the universe with the exception of Al The Mouth Gore. Why can’t our president stay in the White House like a normal president and stop all the jetting around for nothing other than publicity?

The so called mayor of New York City, Bloomberg stood in front of the American people and claimed the dud bomb in Times Square was probably the work of a mental case, Tea Party person or someone who didn’t like the Obama healthcare bill.
This mayor is an absolute liar and he probably even knew they had the real culprit within their grasp. How these left wing scum baggers lie is beyond reason. Although a so called Republican mayor this person is a charter member of the Scum Bagger movement, a name I invented for the Democrats to counter their lies about Tea Party movement.
Why speculate on something as wild as that when it could have been someone tied to the Democratic Party similar to when the party itself hired thugs to break out their own party headquarter windows in Denver and blame it on the Republicans. The democrats are well known for dirty tricks, lying, cheating and all sorts of crime to force their agendas on the American people. The healthcare bill is a classic Gestapo style maneuver by the Obama regime to ruin our way of life.
Arizona should be congratulated for their attempt to control illegal immigration something the government has no desire to do even though there are laws totally unenforced. The government is a failure in just about all their attempts to ruin our country so far but Americans must always be alert and keep their eyes on what the Obama regime is up to. The Obama regime will never cease to undermine our freedoms and capitalism itself.

Beginning Tuesday, the U.S. Supreme Court is closing its iconic front entrance beneath the words "Equal Justice Under Law."

Souix City Bishop Heelan High School will begin work this summer on the first phase of a new $25 million campus.
The rapidly expanding environmental catastrophe caused by the oil spill off the coast of Louisiana is presenting a growing political challenge to the Obama White House, with Mr. Obama and his aides at pains to defend the response and forestall comparisons to the Hurricane Katrina crisis.
Falcon,
As Reported by the Hawkeye.
"We're trying to do more with less. There are so many things we're dealing with that the more serious crimes is where we have to put the resources," he said. Police say a number of factors contributed to a reduction in arrests, including the loss of two officers to military service.
And then just a few paragraphs down in the article......
"Citations issued increased from 3,856 to 4,098 in 2009. That increase is due to additional patrols, according to Luttenegger."
So which one is it Mr. Luttenegger?

Falcon,
Millions of innocent men, women and children, since the introduction of Christianity, have been burnt, tortured, fined and imprisoned; yet we have not advanced one inch towards uniformity.
-Thomas Jefferson, Notes on Virginia, 1782
________But it does me no injury for my neighbor to say there are twenty gods or no God. It neither picks my pocket nor breaks my leg.
-Thomas Jefferson, Notes on Virginia, 1782
________I never submitted the whole system of my opinions to the creed of any party of men whatever in religion, in philosophy, in politics, or in anything else where I was capable of thinking for myself. Such an addiction is the last degradation of a free and moral agent.
-Thomas Jefferson, letter to Francis Hopkinson, March 13, 1789
________They [the clergy] believe that any portion of power confided to me, will be exerted in opposition to their schemes. And they believe rightly; for I have sworn upon the altar of god, eternal hostility against every form of tyranny over the mind of man. But this is all they have to fear from me: and enough, too, in their opinion.
-Thomas Jefferson to Dr. Benjamin Rush, Sept. 23, 1800A very wise man, Jefferson. I think he knew the angle on government and religion both!

BB,
Radical leftists have incorrectly painted Jefferson as a godless deist for years. The radical left has even gone so far as to quote Jefferson out of context.
It's enlightening to read what Jefferson wrote as he neared the end of his life (he died on July 4, 1826 at the age of 83). In his writings Jefferson leaves little doubt that he was a believing Christian.
Of course, left-wing radicals hope you never read this selection of Jefferson’s quotes.

The doctrines of Jesus are simple, and tend all to the happiness of man.
-Jefferson to Dr. Benjamin Waterhouse on June 26, 1822The practice of morality being necessary for the well being of society, He [God] has taken care to impress its precepts so indelibly on our hearts that they shall not be effaced by the subtleties of our brain. We all agree in the obligation of the moral principles of Jesus and nowhere will they be found delivered in greater purity than in His discourses.
-Jeffesron to James Fishback, September 27, 1809I am a Christian in the only sense in which He wished anyone to be: sincerely attached to His doctrines in preference to all others.
-Jefferson to Benjamin Rush, April 21, 1803I am a real Christian – that is to say, a disciple of the doctrines of Jesus Christ.
-Jefferson to Charles Thomson on January 9, 1816
"Born in other countries, yet believing you could be happy in this, our laws acknowledge, as they should do, your right to join us in society, conforming, as I doubt not you will do, to our established rules. That these rules shall be as equal as prudential considerations will admit, will certainly be the aim of our legislatures, general and particular."

All of Obama’s town hall meetings are rigged with supporters found under every rock and out of the way alley. On top of that the questions he’s asked are written before hand and given to the selected few that ask the questions as written and Obama reads it from an already edited list of answers provided the teleprompters don’t malfunction. For all we know he brings his own professional question answerers with him on Air Force One.
Nothing about Obama is as it seems because the crowds are selected, questions pre written and answers are provided by others and just read by Obama.
Obama should also stay out of Arizona because if he gets stopped he may have to prove his citizenship, something he has yet to do.Also, Al the Mouth Gore just bought a sea shore mansion for $9 million and it’s only four feet above sea level. Wasn’t Al the Mouth Gore the same person that said global warming was going to raise the oceans 20 feet; so does the Mouth know something he hasn’t told us yet? Al the Mouth Gore is one of the biggest scam artists in this century and he even got a Nobel Prize for it. So don’t feel to bad America, he fooled the Nobel Prize Committee with his books and mythical movie while he had his hand in our and our government pockets.

Our current crop of politicians has no concept of fair trade or most other issues facing America during these times of the Obama regime and other before him.
However, Mr. Jefferson said it all; so many years ago and how true his words ring to this day.I have come to a resolution myself, as I hope every good citizen will, never again to purchase any article of foreign manufacture which can be had of American make, be the difference of price what it may. - Thomas Jefferson
